📬 INTRO: NOBODY ASKED THE FACILITY MANAGER
Here's a pattern I keep hearing from operators: the carbon targets were set in a design meeting years ago, and the person who has to hit them only found out when the compliance letter arrived.
Building performance standards stopped being a New York curiosity a while back. They now blanket a quarter of the country’s commercial square footage, each with its own dates, math, and fines.
Here's a rundown on the map, the clocks, and what to do while there's still margin.

🗺️ The Map Filled In
The National Building Performance Standards Coalition now counts 49 governments, including 7 states and 42 localities, and its members represent roughly 25% of the nation's commercial building stock. If your portfolio touches a major metro, odds are at least one building sits inside a BPS jurisdiction.
A quarter of US commercial square footage now answers to a performance standard.
⏰ Four Cities, Four Clocks
NYC's LL97 fines run $268 per metric ton of CO2e over a building's limit, and the caps tighten sharply in 2030. Boston moved BERDO's reporting deadline to August 15, two weeks ago. Denver pushed its interim target to 2028 and final to 2032.
DC's first BEPS compliance cycle closes at the end of this year, four months from now.
🧑🔧 You Inherited the Target
Christy Martell of IES put the operator's problem plainly in Facilities Dive: facilities teams must hit targets with “systems they didn’t select, operating under assumptions they weren’t part of making”. Her advice is early visibility into performance gaps, so you can act “while the margin still exists.”
The compliance gap lands on the operator's desk, not the architect's.
📐 The Code Spun Off a Carbon Standard
ASHRAE is restructuring Standard 90.1, the benchmark that has defined energy-efficient commercial design for 50 years. The operational greenhouse gas addenda from the 2025 edition will become a standalone publication, a cost-justified framework for cutting operational emissions, on a work plan running through 2031.

Work the margin while it exists. Find every jurisdiction your portfolio touches, pull this year’s energy data now, and model your buildings against the 2030 tightening, not just the current caps. A retrofit budgeted in 2027 beats a fine invoiced in 2031.

📐 Designers: Hand over your performance assumptions with the building. The operator inherits them either way.
